The Scout System
Scout is a buoy that you can track with an app on your mobile device or computer. The buoy is meant to be attached to the 'trailing line' of marine debris that is attached to a whale. The buoy has a removable telemetry beacon that reports the Scout's GPS location using the Iridium network on regular intervals between 3 and 60 minutes.
The location (latitude, longitude), distance, and true bearing to Scout buoy are available on app that runs in a web browser and is optimized for use on mobile devices. The app requires a connection to the internet and you can find it at https://www.scoutbuoy.org. It requires a login and password.
